Found him on the 1940 Greenport, Columbia, New York census (dist 11-22 img 33) as Bernard Fingar age 7.

A Hudson girl, Dorothy Schmieder, 20, was slightly injured in a two-car crash on Route 9 in the town of Greenport about two miles north of Hudson on Monday afternoon. Claverack State Police reported that a car driven by John Adair, of Ghent, was proceeding north when his car was struck in the rear by a car owned by A. Howard Fingar and driven by Bernard H. Fingar, 18, Hudson RD 2. The car turned completely around and overturned, knocking down a wooden fence on the east side of the highway. - The Chatham Courier November 22, 1951 page 3
