PENN YAN - Darwin Fingar, 17, Penn Yan RD 5, had a charge of being an unlicensed operator dismissed by Police Justice Fred Guyle. Fingar had been summoned by Ptlmn. Howard Blauvelt on Dec. 1 when the patrolman found Fingar driving a car, accompanied by an adult operator from Pennsylvania. Ptlmn. Blauvelt interpreted the law to require only adult drivers holding New York State driver's licenses to accompany junior operators. It was found that the law requires only that the junior operators be accompanied by any adult holding a driver's license. The law governing that type of violation fails to specify that regulation.
