Found him on the 1910 Milo, Yates, New York census (dist 179 img 2) as Charles H. Finger age 7.
By showing his ability as a rifleman, Private Charles H. Finger, of Penn Yan, has qualified as a marksman in the U. S. Marine Corps, according to an official report from Washington. Penn Yan, has qualified as markesman medal and will receive an increase in pay. His father, William O. Finger, is a well-known resident of Penn Yan. Private Finger enlisted in the Marine Corps at Buffalo on May 31, last year. He is now stationed on board the battleship Nevada, one of the largest of American superdreadnaughts, and said to have an equipment equal to that of any war vessel afloat. - Penn Yan Democrat June 11, 1920.

He is also found on the 1920 USS Nevada, Hampton Roads, Virginia census as Charles H. Finger age 17. This is a Military and Naval Forces census. His home address is RFD #16, Penn Yan, New York.
Charles Finger of Penn Yan, a state trooper, was killed tonight when his automobile was ditched on a curve near Chenango. Finger, who had taken a day off, was on his way to the barracks at Oneida when the accident occurred. - Buffalo Courier July 30, 1924
State Trooper M. B. Garrard of the Oneida Barracks is now on duty at Port Byron. He was sent there to fill the vacancy caused by the death of State Trooper Charles Finger. The later was killed in an automobile accident. - The Cayuga Chief August 8, 1924 page 1
Fifteen members of the state constabulary were in Penn Yan to attend the funeral of Charles Finger, aged 22, who was killed near Chittenango when his automobile skidded. He was the only member of the force from Penn Yan. - Wyoming County Times August 14, 1924 page 2.
